The Government of the Commonwealth of Dominica (GoCD) has received financing from the International Development Association (IDA) toward the cost of the Dominica Geothermal Risk Mitigation Project (DGRMP), and intends to apply part of the proceeds for consulting services.

The Consulting Service (the Services) includes preparation of a detailed Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plan (ESMP) and Resettlement Action Plan (RAP) for the proposed new 69 kV and 33 kV transmission lines and six new transformer substations to be constructed under the DGRMP. The implementation period will be from May 2021 to October 2021.

The DGDC now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. International Experience in preparation of ESIA and RAP or similar assignments for World Bank-funded projects or by international financial institutions in the last five years
  2. Experience of similar assignments in the Caribbean region
  3. Overall company technical and financial capabilities and experience; availability of appropriate skilled environmental and social staff, in sufficient numbers and with the experience to undertake the tasks and assignment set out in this TOR.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the “World Bank Procurement Regulations for Borrowers under Investment Project Financing” dated July 1, 2016 as revised in November 2017 (Procurement Regulations), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
