The Government of the Commonwealth of Dominica (GoCD) has applied for financing from the World Bank (WB) towards its Dominica Geothermal Risk Mitigation II Project (DGRM II, Project ID: P179845) and intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project will include the following components:
Component 1: Transmission Network Development for Integration of DGPP
This component will support the construction of new transmission lines and substations connecting the domestic geothermal power plant (DGPP) with Fond Cole substation. Network expansion will take place in four segments: (i) a 33 kV line of 0.5 km, connecting DGPP to Laudat substation (ii) a 33 kV underground transmission line of 10.6 km, connecting Laudat substation with Fond Cole substation via New Trafalgar and Padu substations (iii) a 69 kV overhead transmission line of 7.6 km, between Laudat and Fond Cole substations; and (iv) construction of two new 69/33/11 kV substations at Laudat and at Fond Cole; a new 33/2.2 kV substation at New Trafalgar; a new 33/11 V substation at Padu.
A stock of emergency spare parts will be financed and stored in existing warehouses to allow efficient and fast response to future extreme weather events.
Component 2: Technical Assistance and Project Implementation Support
This component will finance technical assistance to: (i) improve the capacity of the electricity utility, DOMLEC, to operate and manage the 33kV and 69kV networks sustainably, including in management of environmental and social issues (ii) promote female participation in the electricity sector; (iii) technical assistance and capacity building in regulatory framework development, grid modernization and renewable energy resource assessment and (iv) support project implementation by DGDC.
The following contracts are anticipated to be procured through open international competitive procurement:
- Design, supply, and installation of four substations (GIS and HIS at 69/33/11 kV, 33/11 kV and 33/2.2 kV)
- Design, supply, and installation of new 69 kV overhead, 33 kV underground and 11 kV transmission lines connecting DGPP to the existing Fond Cole switching substation
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016 revised November 2017, (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website, and on DGDC’s website: https://www.geodominica.dm/.
Pre-qualification/Initial Selection of suppliers and contractors will be required for the following contracts: Not Applicable.
